Disabling Hairpin Calls breaks one particular range of numbers.

Hi all. We recently moved from ISDN provided trunks to SIP trunks for all calls in and out. This greatly improved everything in terms of clarity, reliability and pricing. We then discovered that we could not get audio on calls coming from external callers diverting back out to different external numbers. We use this for a lot of on-call functionality and need that audio! We realised pretty quickly that this was a hairpinning issue and changed the SIP trunk profile to add DntFwdRefer=0 and Hairpin=0 which immediately fixes the audio problem. A little while later we realised that all calls to one particular DID range was no longer working correctly. We have about 3000 DID's in 8 or 9 blocks and just this one range of numbers fails. Calls out are 'action not allowed' and calls coming in ring until the person picks up, at which point the phone cuts off and the caller hears 'you have dialed an incorrect number'. Any idea why just one range of DID numbers might be doing this? I can find nothing different about the set up of this range or the extensions. The 'action not permitted' makes me think it's permissions but nothing I try works. Any ideas please?
